Safe Mode is a safety procedure taken by Mobile Substrate to help protect your iPod from itself. Safe Mode can be activated for various reasons. It could be that your iPod is running on low memory and it just can't take anymore or it could be that an app went bad and caused your springboard to crash.
How ever you got there, it means bad news and you'll want to get out of it.
When you first unlock your iPod you will have the "Sad iPhone" on your screen. Once you've unlocked, you will get a message that looks like this:
If you don't want to mess with anything, just hit the Restart button and your iPod will go back tithe way it was. But if you want to explore a little, tap OK.
You'll notice that in Safe Mode, all extensions of mobile substrate are turned off. This includes themes, 5 icon dock, and more. You can go back to your original state by restarting your iPod fully.

This did not work for me. The restart button does not work, along with iReboot and Respring. My iPod will go into FDU mode, but will not restore, or re-jailbreak.
@ Anonymous: If you want to restore, you can either put your device into Restore Mode or DFU mode once you've done that, iTunes will let you restore.
